Available with Location Referencing license.
Much of the Location Referencing functionality is available in ArcGIS Pro. The ArcGIS Enterprise installation includes the Location Referencing services that can be accessed from ArcGIS Pro and only requires the Location Referencing for Server license feature to enable.
ArcGIS Pipeline Referencing
All required Pipeline Referencing functionality, except for LRS intersections, is available in ArcGIS Enterprise. If you publish your LRS services using ArcGIS Pro, you don't need to install ArcGIS Pipeline Referencing for Server.
Esri Roads and Highways
If you’re using Roads and Highways in ArcGIS Pro, you can publish your LRS enabled services with just ArcGIS Enterprise installed. If you're using Roads and Highways in ArcMap, you will need to continue to install Roads and Highways for Server to publish LRS enabled services from ArcMap.
Event Editor
The Event Editor web app is available from the Location Referencing for Server installation and will run with Location Referencing services published from ArcGIS Pro or ArcMap.
Roadway Reporter
The Roadway Reporter premium web app is available from the Location Referencing for Server installation and requires that Esri Roads and Highways for Server is installed on the ArcGIS Server machine.
